BASEC Engineering was engaged by Byron Shire Council to manage the upgrade of the Rifle Range Road intersection — a key transport link connecting residential, industrial and arterial road networks.
The project was designed to improve traffic efficiency, pedestrian safety and stormwater performance through a coordinated upgrade of pavement, drainage and traffic infrastructure. Works were carefully staged to minimise disruption while maintaining safe access for road users and the surrounding community.
Project Scope
The scope of works included:
Management of a major intersection upgrade within a high-traffic corridor
Full-depth pavement reconstruction to improve structural performance
Installation of traffic islands and pedestrian refuge points
Stormwater drainage upgrades to improve surface runoff management
New line marking and signage to enhance traffic flow and safety
Principal’s Representative services, providing full project management oversight
Development of detailed scope documentation and construction programs
Procurement management and contractor engagement
On-site supervision of contractor performance and WHS compliance
Ongoing stakeholder liaison with Council officers, utility providers and the community
Cost tracking and financial reporting to manage budget performance
Coordination of service clashes and relocations with utility authorities
Active risk management, including traffic management planning
Compliance with Council, RMS and environmental requirements
The project was delivered within the approved budget and achieved strong community outcomes, with minimal public complaints throughout construction. Challenges including inclement weather and service conflicts were proactively managed, ensuring works were completed safely and to a high standard. BASEC Engineering’s leadership and structured delivery approach directly contributed to the successful delivery of a safer, more efficient intersection for the Byron community.
