BASEC Engineering was engaged by Lismore City Council to deliver project management and engineering services for the reinstatement of approximately 3.5 km of damaged trunk watermain following the 2022 flood event. The asset formed a critical water supply link to the Nimbin community and required reconstruction through flood-prone terrain with strict environmental constraints and ongoing weather impacts.
The project focused on restoring essential water services, strengthening infrastructure resilience and ensuring compliance with Council standards and DRFA funding requirements.
Our scope of services included:
End-to-end project lifecycle management from planning through to construction and handover
Design coordination to validate alignment, constructability and hydraulic performance
Surveying support to confirm levels, alignment accuracy and construction tolerances
Contract administration under MW21 including scope control, progress claims and variation assessment
On-site contractor oversight and supervision to manage safety, quality and program performance
Quality assurance aligned with Council standards and ISO-certified management systems
Environmental compliance monitoring including erosion and sediment control measures
Program management and sequencing to maintain service continuity and manage weather impacts
Risk identification and mitigation planning to address flood-prone conditions and ground instability
DRFA compliance, milestone tracking and reporting
Project outcome
Despite recurring rainfall and flood scouring during construction, the project was successfully adjusted through proactive risk management, revised temporary works methodologies and strengthened erosion control measures. Works were delivered in compliance with Council standards and DRFA milestones, with consistently positive stakeholder feedback.
The reinstated trunk watermain restored essential services to the Nimbin community and improved the resilience and reliability of critical water infrastructure within the region.
