BASEC Engineering was engaged by Lismore City Council to provide full project management services for the delivery of Disaster Recovery Funding Arrangements (DRFA) Emergency Works (EW) and Immediate Reconstruction Works (IRW) following the catastrophic 2022 flood event declared under AGRN1012. The program focused on the restoration of flood-affected buildings and sports grounds assets, ensuring public safety, timely reconstruction and compliance with DRFA funding and regulatory requirements. BASEC Engineering managed the full project lifecycle from initial damage assessments and emergency stabilisation through to procurement, reconstruction delivery, stakeholder coordination and funding acquittal.

  • Management and coordination of Emergency Works (EW)

  • Scoping, procurement and delivery of Immediate Reconstruction Works (IRW)

  • Conducted site inspections and detailed damage assessments for buildings and sports grounds

  • Developed and implemented emergency stabilisation plans

  • Coordinated temporary works including securing unsafe structures and debris removal

  • Procured and managed emergency contractors to deliver urgent recovery works

  • Managed technical assessments and coordinated engineering design activities

  • Prepared detailed scopes and project plans for reconstruction works

  • Administered contracts ensuring delivery within approved scope, budget and timeframe

  • Facilitated stakeholder engagement and coordination with Council, emergency services and relevant authorities

  • Ensured compliance with DRFA funding requirements, environmental obligations and regulatory standards

  • Implemented quality assurance and risk management processes across all phases of delivery

  • Prepared and managed EPAR submissions and supporting DRFA documentation

  • Provided ongoing progress reporting and acquittal support

  • Integrated resilience and mitigation measures into reconstruction activities to improve long-term asset performance

  • Successfully delivered a $20M DRFA recovery program for Lismore City Council under AGRN1012
