BASEC Engineering has been engaged by Clarence Valley Council as the Principal’s Project Manager to deliver the full lifecycle of Council’s Disaster Recovery Funding Arrangements (DRFA) transport infrastructure restoration program.
Our role encompasses end-to-end program and project management, from initial damage and condition assessments through to reconstruction, acquittal and close-out. The scope includes pre-condition evidence compilation, EPAR development and submission, program planning, procurement, and contract administration under GC21 and MW21, supported by rigorous risk, cost and stakeholder management and full compliance with DRFA guidelines and ISO 9001 quality systems.
BASEC Engineering has coordinated the delivery of Emergency Works (EW), Immediate Reconstruction Works (IRW) and EPAR-funded resoration works, ensuring assets are restored to pre-disaster condition while incorporating resilience and mitigation measures to reduce future risk and improve long-term asset performance.
The program spans four declared disaster events — AGRN1012, AGRN1119, AGRN1198 and AGRN1212 — and has been delivered through a combination of client-side project management and self-delivery, enabling strong governance, efficient decision-making and consistent outcomes across a complex, multi-year program.

SCOPE
We’re proud to share the time-lapse of the Tallawudjah Creek Realignment, a standout DRFA project delivered under AGRN1012 for Clarence Valley Council — with SEE Group civil as the principal contractor and our very own Leroy Walsh overseeing BASEC’s project delivery responsibilities on the ground.
This one was no small feat.
The project tackled major creek erosion threatening key bridge infrastructure and protected the breeding habitat of the endangered Purple Spotted Gudgeon. A delicate balance of engineering precision and environmental care.
SEE Group delivered an exceptional outcome — recognised this year as a Finalist in the 2025 CCF NSW Earth Awards (Project Value $2M–$5M). A huge achievement and thoroughly deserved.
